1 In case of the residential location where 8M home broadband is not available, 1.5M/3M/6M home broadband will be provided subject to the availability of bandwidth.
2 The speed of broadband internet access depends on the fastest speed the residential address supports.

Contract Period: 3 years3
3 The contract year for secondary 5 or 6 students will be 2 years and 1 year respectively, to ensure that all applicants are eligible during the contract period.

Application Eligibility

All full‐time students receiving education at primary and secondary levels or pursuing Project Yi Jin programmes or relevant courses of the Vocational Training Council, from the following families1 are eligible for applying the scheme:

  • Families receiving the flat-rate grant for School-related Expenses under the Comprehensive Social Security Assistance (CSSA) scheme; or
  • Families passing the means test for receiving ‘Full’ or “Half’ level of financial assistance from the Student Finance Office of the Working Family and Student Financial Assistance Agency (Student Finance Office); or
  • Families whose monthly household income not exceeding 75% of the Median Monthly Domestic Household Income2 (MMDHI) applicable to the applicant’s household size

Application Method & Procedure

Applicant can submit application at the assessment centres. For the related application form, assessment centre list and general terms & conditions, please visit the Scheme website:www.weborganic.hk

Scheme applicants are required to bring all the supporting documents to the Assessment centres in the corresponding districts, in order to get the “membership and service application form”. After filling in the form, applicants need to submit the forms with all supporting documents to Assessment centre for review process.
After verification, successful applicants will receive a “Payment Advice”.
Applicants should process the payment within 7 days and send the payment proof to WebOrganic by email ([email protected], Whatsapp 5597 6010 or fax (2922 9208).
After 7 days submitting payment proof, applicants should call WebOrganic hotline at 2922 9200 for reservation of broadband installation.

Supporting documents

When submitting the application, apart from the “membership and service application form”, applicants should show the HKID card or its copy of the service applicant, which is written on Part 2(A) Broadband Service Applicant Information, for verification, and submit the following valid supporting document copies.

Families receiving Comprehension Social Security Assistance (CSSA)
  • Notice of Consent on Application under Comprehensive Social Security Assistance1issued by the Social Welfare Department
  • Students card or student handbook2
  • Residential address proof issued within the last 3 months3
Families receiving School Textbook Assistance
  • Notification of Result or Eligibility Certificate (Financial Assistance for Primary and Secondary Students) issued by the student Finance Office of the Working Family and Student Financial Assistance Agency
  • Residential address proof issued within the last 3 months3
Monthly household income not exceeding 75% of the Median Monthly Domestic Household Income (MMDHI)
  • Proof of income issued within the last 3 months (Example: salary statements, bank passbooks showing updated balance, etc.) and “family economic status application form”4
  • Student card or student handbook2
  • Residential address proof issued within the last 3 months3

1 The name of applicant or student should be clearly shown on the relevant supporting documents.
2 The copy page of student handbook should contain the school stamp and student name, both of the student handbook and student card should be issued by local primary schools, secondary schools or schools launching Project Yi Jin programmes or Youth Employment and Training Programme. In addition, both student handbook and card should be valid during the application period.
3 WebOrganic only accepts the following documents as the residential address proof (valid within 3 months), and does not accept Post Office Box Address:

  • Bills or invoices issued by utility companies (water, electricity, towngas or domestic piped liquefied petroleum gas (LPG) suppliers (NOT including domestic piped LPG operators)
  • Landline telephone, mobile phone, paid TV, Internet service bills
  • Statements or correspondence issued by banks, licensed money lenders, insurance companies or Mandatory Provident Fund (MPF) Approved Trustees
  • Valid and “stamped” (for stamp duty) tenancy agreement with rental bill/ invoice/ receipt issued within the last 3 months
  • Notice of Public Housing Allocation issued by the Hong Kong Housing Authority / Hong Kong Housing Society

4 Proof of household income in the last 3 months, includes salary statements, bank passbooks or statements, income certificate issued by the employers, etc. Applicants should fill in the “Family Economic Application Form” with information of the household income in the past 3 months.
